The Decay of Elmbridge
The Shepherds' Pasture
The Shepherds’ Pasture is actually two orphanages manned by The Church, funded by The State, and protected by The Family. They take in children who are orphaned before the age of 14 and provide the basic necessities for them, as well as providing them with opportunities for basic education and often pairing kids with mentors for apprentice relationships.
All kids who grow up at The Pasture adopt the sir name “Shepherd” and end up in all different walks of life in Elmbridge. Some join the clergy, others become public officials, still others work as merchants or laborers at the wharfs; many enlist in the military, but most turn to a life of crime. Three particular Shepherds came from the same mother and have stuck together most fastidiously their whole lives. They have developed a strong kinship and can often be found performing some heist or another on unsuspecting businesses, nobles, and churchmen throughout the city.
